Global Climate Service – Energy Security

The Global Climate Service quantifies the macroeconomic impacts of climate scenarios against a stated policies baseline. These scenarios help businesses understand the implications of climate change and trade-offs of climate mitigation.


This webinar will present the findings from our latest Energy Security scenario, in which countries take action to mitigate risks associated with dependence on fossil fuel imports. More generally, we will discuss how the Strait of Hormuz crisis is affecting countries’ energy policy and the transition to a cleaner energy system.

Samuel Gonzalez Holguera
Samuel Gonzalez Holguera

Samuel is a Senior Climate Economist. He works on long-term climate scenarios as part of Oxford Economics’ Global Climate Service.

Prior to joining Oxford Economics in 2024, Samuel worked for three years at Vivid Economics and McKinsey on sustainability projects, specialising in voluntary and compliance carbon markets. Samuel holds an MPhil in Economics from the University of Cambridge, and a BA in Philosophy, Politics and Economics from Durham University.

Beatrice Tanjangco
Beatrice Tanjangco

Beatrice is a Lead Climate Economist. She produces Research Briefs on Climate Change and the economy and supports the expansion of Oxford Economics’ climate capabilities under the Global Climate Service.

Prior to joining Oxford Economics in 2022, she worked on projects in climate adaptation, resilience, and risk as a Research Fellow at the Overseas Development Institute (ODI). Before focusing on climate, she worked for various international organizations (the World Bank and Asian Development Bank) and think tanks, working on topics such as trade, finance, competition, and industry analysis. She also worked in the Oxford Economics Singapore office for several years. Bea holds an MSc in Specialised Economic Analysis from the Barcelona School of Economics, with a BA in Economics with a minor in Literature from the Ateneo de Manila University.

Bridget Payne
Bridget Payne

Bridget is Head of Energy Forecasting. She leads the production of oil, gas, coal, and refined fuel forecasts for our Commodities Service and shapes Oxford Economics’ view on energy markets through analysis of key trends and developments.

Bridget joined Oxford Economics from the energy consultancy Flow&Ebb, where she supported corporate and industrial users with energy hedging, procurement, investment, and strategy. Prior to that, she worked in the Victoria State Government Department of Treasury and Finance, focusing on energy and climate policy.

She holds a Master of Development Economics from Victoria University of Wellington and a Bachelor of Business (Economics) from the University of Technology, Sydney.
