Scott Livermore is the Chief Economist of Oxford Economics Middle East and based in Oxford’s Dubai office. He is also Managing Director of Consultancy in the Middle East and Asia, as well as a member of Oxford Economics’ Senior Management Team. Scott leads many of the major projects in the GCC and Asia which have recently included capacity building, macroeconomic modelling, and policy impact assessment engagements for government institutions in the UAE, Saudi Arabia, Kuwait, and Oman, and IFRS 9 and Stress Testing engagements in Singapore, Thailand, and Hong Kong.

After completing a degree in Philosophy, Politics and Economics at St. Edmund Hall, Oxford University, and an MSc in Economics at University College London, Scott joined Oxford Economic Forecasting in 1997. During his initial five years at OEF, he worked as a country analyst for a number of European countries and participated in numerous consultancy projects for a variety of international organisations, governments and multinational companies using both Oxford Economics’ Global Economic Model and bespoke economic models.

Scott rejoined Oxford Economics in 2005 as a senior economist after spending two years at the Ministry of Finance in the Slovak Republic assisting with the government's medium-term macroeconomic framework and developing the analytical capacity of the ministry to prepare such forecasts. He has also held the positions of Managing Director of Macro and Industry Services, Managing Director of Macro Consulting, and COO of Oxford Economics USA.

Prior to joining Oxford Economics, Sean worked in a wide variety of roles at the Reserve Bank of Australia, largely focussing on forecasting and macroeconomic modelling. Sean holds a Masters Degree in Economics from the University of New South Wales, as well as a first class Honours degree in Economics and a Bachelor of International Studies from the University of Adelaide.

Prior to joining Oxford Economics, Sean spent two years working for RBB Economics as a competition economist. At RBB he was involved in the economic assessment of competition cases across a range of industries, including antitrust investigations in the telecommunications sector.

Sean holds an MSc in Economics from the London School of Economics and a BSc in Economics from the University of York.

Sean brings a wealth of tourism market research and analytics experience to Tourism Economics having spent nearly two decades undertaking a wide variety of research and consulting assignments in the UK and beyond.

Sean’s responsibilities include managing primary and secondary research activities, including survey work, for our travel and hospitality projects and collaborating closely with clients to enable a deeper understanding of tourism trends. A meticulous analyst with a deep understanding of the industry, Sean plays an important role delivering our tourism and hospitality research reports and regularly shares travel and consumer insights at industry conferences.

Prior to joining Tourism Economics in 2023, Sean was a Director at STR for over 5 years and prior to that he was Managing Director of LJ Research, a boutique tourism market research agency. Most recently, during his tenure at STR he was responsible for leading their Tourism Consumer Insights division which delivered a broad range of tourism and hospitality studies. This included collecting and disseminating powerful consumer insights and B2B data such as hotel performance data and business intelligence to help tourism organisations grow and make more effective decisions.

Sean studied Actuarial Mathematics and Statistics at Heriot-Watt University, Edinburgh. He still lives in Edinburgh and works remotely from there.

As the head of Oxford’s Asia office, Shigeto helps the firm’s clients understand key macro-economic developments and trends worldwide, and their implications in Japan and across Asia, through written research, meetings and conferences. As a senior member of Oxford’s worldwide economist team, he leads the firm’s Japan research. Shigeto joined Oxford in 2017 from the Bank of Japan, where he was previously Director-General of the BoJ’s International Department, contributing to the BoJ’s official views on the global economy at its Monetary Policy Meetings, as well as leading the BoJ’s liaison with other institutions across the world, including the governments and central banks of key economies and international financial institutions.

Shigeto’s career at the BoJ included senior positions as General Manager for Europe, Associate Director-General in the Monetary Affairs Department, and Director and Head of Global Research. In addition to his expertise in global research, he also has extensive experience in foreign reserve management and central bank cooperation in Asia. He was seconded to the IMF in Washington DC from 1993 to 1996 as a member of the Fund’s economics staff. Shigeto holds an MA in International Relations from the Fletcher School of Law and Diplomacy at Tufts University in the United States and a BA in Economics from the University of Tokyo.
