Scott Livermore is the Chief Economist of Oxford Economics Middle East and based in Oxford’s Dubai office. He is also Managing Director of Consultancy in the Middle East and Asia, as well as a member of Oxford Economics’ Senior Management Team. Scott leads many of the major projects in the GCC and Asia which have recently included capacity building, macroeconomic modelling, and policy impact assessment engagements for government institutions in the UAE, Saudi Arabia, Kuwait, and Oman, and IFRS 9 and Stress Testing engagements in Singapore, Thailand, and Hong Kong.

After completing a degree in Philosophy, Politics and Economics at St. Edmund Hall, Oxford University, and an MSc in Economics at University College London, Scott joined Oxford Economic Forecasting in 1997. During his initial five years at OEF, he worked as a country analyst for a number of European countries and participated in numerous consultancy projects for a variety of international organisations, governments and multinational companies using both Oxford Economics’ Global Economic Model and bespoke economic models.

Scott rejoined Oxford Economics in 2005 as a senior economist after spending two years at the Ministry of Finance in the Slovak Republic assisting with the government's medium-term macroeconomic framework and developing the analytical capacity of the ministry to prepare such forecasts. He has also held the positions of Managing Director of Macro and Industry Services, Managing Director of Macro Consulting, and COO of Oxford Economics USA.

Scott is responsible for producing sub-national forecasts for the Asian and China Cities and Regional Forecasting Services. He graduated from the University of Manchester with a MSc in Economics.

Sean is an Associate Director on the Industry team, where he forecasts the utility sector, helps shape the team’s views on the Global Industrial outlook and oversees the climate-related enhancements being made to the Global Industry Model.

Prior to joining Oxford Economics, Sean spent two years working for RBB Economics as a competition economist. At RBB he was involved in the economic assessment of competition cases across a range of industries, including antitrust investigations in the telecommunications sector.

Sean holds an MSc in Economics from the London School of Economics and a BSc in Economics from the University of York.

Sean brings a wealth of tourism market research and analytics experience to Tourism Economics having spent nearly two decades undertaking a wide variety of research and consulting assignments in the UK and beyond.

Sean’s responsibilities include managing primary and secondary research activities, including survey work, for our travel and hospitality projects and collaborating closely with clients to enable a deeper understanding of tourism trends. A meticulous analyst with a deep understanding of the industry, Sean plays an important role delivering our tourism and hospitality research reports and regularly shares travel and consumer insights at industry conferences.

Prior to joining Tourism Economics in 2023, Sean was a Director at STR for over 5 years and prior to that he was Managing Director of LJ Research, a boutique tourism market research agency. Most recently, during his tenure at STR he was responsible for leading their Tourism Consumer Insights division which delivered a broad range of tourism and hospitality studies. This included collecting and disseminating powerful consumer insights and B2B data such as hotel performance data and business intelligence to help tourism organisations grow and make more effective decisions.

Sean studied Actuarial Mathematics and Statistics at Heriot-Watt University, Edinburgh. He still lives in Edinburgh and works remotely from there.

Sebastian Herrador-Guzman is the Lead Economist overseeing the maintenance and development of the Canada Provincial and Territorial Model (CPTM). He is also part of the Macroeconomic Consulting team of North America where he supports policy impact and forecasting projects.

Prior to joining Oxford Economics, he held consulting and policy roles in top-tier institutions in the private and public sectors including at the Bank of Canada, Deloitte, and the International Monetary Fund. Sebastian holds a Master's degree from Johns Hopkins University (SAIS) and a Bachelor's degree from Vassar College.

Sebastien joined Oxford Economics in 2023 as a graduate working across freight and transport advisory consulting. His main area of experience is in providing data analysis on projects within the maritime/trade and transport industries.

Prior to working at Oxford Economics, Sebastien had technology roles at AMP and Macquarie Bank before completing a Master of Economics.

Sergi’s research focuses on emerging and frontier markets. He joined Oxford Economics in 2023. He previously worked on emerging markets and the eurozone at the Institute of International Finance and IMF. He began his career at the Bank of England.

With an MBA degree, majoring in Human Resources, Shaima Salamat possesses a solid foundation in HR practices and strategies. As an HR Talent Coordinator, she understands the importance of building strong teams and fostering a culture of growth and inclusivity. She is passionate about identifying and nurturing top talent, ensuring that the company continues to attract the best individuals in the industry.

In addition to her HR proficiency, Shaima has also worked extensively in the finance domain. She plays a vital role in keeping financial operations running smoothly.

Shane McIntyre is an Economist in the Belfast office, focusing on forecasting travel flows for the APAC region. Shane joined Oxford Economics in June 2023; prior to this he studied Business Economics at Ulster University, while completing a 14-month placement with Oxford Economics.

Shani is an Economist at Oxford Economics Africa, first joining the firm in 2019. She holds a BComHons in Economics and serves as the principal analyst for Kenya and Tanzania.

Sheana Yue is an Economist at Oxford Economics, specializing in macroeconomic research, analysis, and forecasting for Singapore and Malaysia. She plays a key role in delivering insights that inform business and policy decisions in these markets.

Business Development Executive

Sophia Sultanova is an Economist in the Global Construction Team at Oxford Economics. She contributes to the various global construction services with a focus on transportation infrastructure. Sophia has experience in economic modelling and holds a Master’s degree in Economics from Macquarie University.

Sorana leads Control Risks’ geopolitical risk analysis team for Europe, Middle East and Africa. She helps both government and private organisations to understand how their strategy might be exposed to the action of internal or external political actors and to devise strategies which allow them to operate successfully amidst geopolitical uncertainty. During more than a decade with Control Risks, she has gained significant experience in advising clients on the management of political and reputational risk and formulation of policies and strategies.

Sorana is a regular speaker at global and regional conferences and has been quoted by various media outlets, including Reuters, the Financial Times and Forbes.

Associate Director, Business Development

Stefan Gorgels is Associate Director for economic consulting services in Continental Europe, focusing on economic impact analysis and econometric analysis. He has a strong academic background in economics and extensive experience in managing consulting and research projects for national and international clients.

Prior to joining Oxford Economics, Stefan was a manager at DIW Econ - the consulting arm of the German Institute for Economic Research - where he managed economic consulting and research projects for a wide range of clients, including companies, industry associations, German government ministries and the European Commission.

Stefan Gorgels holds a B.Sc. in Economics from Maastricht University, an M.Sc. in Economics from the Barcelona Graduate School of Economics and a Ph.D. in Economics from New York University.

Stephanie Williams is the Customer Relationship Executive for East Coast Finance and Asset Manager clients. Based in New York, she helps onboard new clients and ensure existing clients are leveraging their subscription to Oxford Economics' research.

Prior to joining Oxford, Stephanie worked with large buyout private equity firms in their due dilligences by connecting them to indsutry professionals.

Stephanie holds a Bachelor of Science degree in Entrepreneurship as well as a Bachelor of Arts degree in Russian from Brigham Young University.

Stephen leads a team of economists who assess the economic and social footprint of a variety of different investments, companies, and industries at the global, national and local level. He has led engagements for corporations, financial institutions, government organisations, trade associations, charities, and universities across the world.

Stephen has also worked on Oxford’s Global Industry Service where he was responsible for forecasting the global transport sector, leading Oxford Economics' industry research, and managing consultancy projects for industrial organisations.

Stephen joined Oxford Economics from the UK civil service, where he worked on a range of macroeconomic, fiscal, tax and welfare policy issues across HM Treasury, the Office for Budget Responsibility and the Department for Work and Pensions.
