While Congress urgently needs to raise or suspend the debt ceiling, it has an even more pressing obligation to fund the government and avoid a government shutdown at the end of next week. Such a shutdown would have less dramatic consequences than a debt ceiling fiasco, but as we last experienced in early 2019, government shutdowns can leave a visible mark on the economy.
