Funding conditions spiraling into control for most EM

Having survived an extraordinarily acute stress test as global liquidity dried up in February and March, most mature EMs have entered a virtuous – if fragile – funding circle in which markets are shifting focus to the relatively modest impact of the crisis on medium-term sustainability, leading to lower funding costs, which in turn makes burgeoning fiscal deficits easier to finance.
