Less than zero: Lagarde’s interest rate challenge

Powerful economic forces are pinning the eurozone’s neutral interest rate – the rate at which monetary policy neither spurs nor restrains the economy – below zero. In fact, based on our analysis, we think that the nominal neutral interest rate is unlikely to reach 2% until the late-2020s.
