Shutdown day 21; on the verge of setting a record

As of this writing, no resolution to end the government shutdown was in sight, making it likely that it will become the longest shutdown on record. Given the partial nature of the shutdown, we think its direct impact on GDP will be relatively small, trimming growth by about 0.05pp per week. Knock-on effects will increase the impact, but those will be difficult to quantify.
