Global Climate Service: Pathways to a fair transition

Climate-related disasters continue to break records and disproportionately impact developing economies. Looking ahead to COP 27 in November, the issues of justice and fairness in the climate transition will be key discussion points. In light of this, Oxford Economics’ Global Climate Service explores a new scenario, Sustainable Development, in which advanced economies and large emitters (e.g., China) take the lead in climate mitigation. The remaining countries wind down their emissions more gradually, while still benefiting from technological spill overs that ensure widespread improvements in energy access, mix, and electrification. These pathways provide developing economies with the leeway to pursue their development agenda without compromising growth or the global transition.

Beatrice is a Senior Economist in the Stress Testing, Scenarios and Modelling Team. She produces Research Briefs on Climate Change and the economy and supports the expansion of Oxford Economics’ climate capabilities under the Global Climate Service.

Prior to joining Oxford Economics in 2022, she worked on projects in climate adaptation, resilience, and risk as a Research Fellow at the Overseas Development Institute (ODI). Before focusing on climate, she worked for various international organizations (the World Bank and Asian Development Bank) and think tanks, working on topics such as trade, finance, competition, and industry analysis. She also worked in the Oxford Economics Singapore office for several years. Bea holds an MSc in Specialised Economic Analysis from the Barcelona School of Economics, with a BA in Economics with a minor in Literature from the Ateneo de Manila University.

Associate Director in the Climate Scenarios and Modelling Team

Felicity Hannon is an Associate Director in the Stress Testing, Scenarios and Modelling Team. During her time at Oxford Economics, Felicity has focused on macroeconomic modelling and scenario analysis aimed at quantifying the impacts of various exogenous shocks (e.g. Covid-19, trade tariffs). More recently, Felicity has used scenario analysis to quantify the economic impacts of mitigation policy and global warming. She has also overseen the expansion of the climate and electricity set up on the Global Economic Model. Previously, Felicity worked as a senior policy advisor at HM Treasury.

Senior Economist

David has worked on consulting projects, regulatory stress tests, bespoke scenario analysis and econometric modelling projects. He specialises in climate change macroeconomics and coordinates the Global Climate Service. He has previously worked in research at a hedge fund (HFIM), and at UBS’s investment banking division. David holds a MPhil in Economics (Distinction) from the University of Cambridge and a BA (Hons) in Philosophy, Politics and Economics from the University of Oxford.
